What DEFRA Phase 2 covers (carriers, brokers and dealers)

Phase 2 brings carriers, brokers and dealers into Digital Waste Tracking, planned for October 2027. Here is what each role records, what comes after, and why your real deadline is earlier.

Phase 2 extends the Digital Waste Tracking (DWT) mandate to the businesses that move and arrange waste, rather than the sites that receive it. If you are a carrier, broker or dealer, this is your phase. The headline date is October 2027, but your practical deadline is earlier (see the carrier workflow article).

Who is in Phase 2

  • Carriers and transporters: businesses that physically move waste

  • Brokers and dealers: businesses that arrange waste movements

What Phase 2 requires you to do

  • Carriers record the waste movements they transport, capturing the journey from the point of production

  • Brokers and dealers record the movements they arrange, with their registration and authorisation numbers attached to each record

When it starts

October 2027 is the planned mandatory date for carriers, brokers and dealers. Worth knowing: DWT has slipped twice already, and dates beyond October 2026 remain planned rather than locked in legislation. Treat 2027 as a working assumption and watch for confirmation.

What comes after Phase 2

Later phases are expected to bring in:

  • Registered exemption holders, around 150,000 of them

  • Green list waste exports, where the Annex VII data moves onto DWT while the form still travels with the load

The catch for carriers and brokers

October 2027 is not a free pass to wait. Because receiving sites must record inbound loads from October 2026, and your details are part of that record, receivers will demand clean digital handover data a full year before your own deadline.
