You arrange waste movements for other people without touching the waste yourself. A waste management company that subcontracts every load, a facilities firm handling waste for its clients, a dealer buying and selling material. Broker or dealer is its own Environment Agency registration, and plenty of firms hold it alongside a carrier one.
Setting it up
In Settings, tick Waste Broker or Dealer. You can hold it on its own, or alongside carrier or receiver, whichever is true of you. Ticking it gets you the full product rather than a cut down version: customers, enquiries, quotes, jobs, documents, invoicing and the compliance dashboard.
You go on the record
Where a broker or dealer is involved in a movement, they are recorded on it, and they appear on the transfer note and on the record itself. That is what duty of care asks for, and it is the part most easily lost when a load is arranged by phone and confirmed by email.
Checking who you are using
Carriers and receiving sites can be checked against the Environment Agency register from inside LoadSnap, with warnings before a registration or a permit lapses. When you are the one arranging the load, being able to show you checked matters more than it does for anybody else in the chain.
Where you stand with DEFRA
Brokers and dealers come in under phase two alongside carriers, currently expected 2027, and that date is planned rather than confirmed. So you are not filing yet.
What is already happening is that the receiving sites you send loads to start filing from October 2026. From that point the quality of the information you hand over is visible to somebody else, on a record with your name on it.
What LoadSnap does not do for you
Worth knowing before you start rather than in week two. There is no subcontractor management. You can record a third party carrier and verify their registration, but there is no allocating loads to a panel of hauliers, no rate agreements with them, and no self-billing. If that is the core of your operation, LoadSnap covers the compliance and the customer side of your week and not that part of it.
